On-road driving test guide (Class 1 / Class 2 Ordinary)
The on-road test (도로주행시험) checks how you operate the controls and follow the traffic rules on real roads. It is for people who hold a learner’s permit (Road Traffic Act Article 83(2), Enforcement Decree Article 49(1)–(2)). The items, deductions and pass rules below follow Enforcement Rule Annex 26, and the test roads follow Annex 25 (Enforcement Rule in force 2026-08-24, checked 2026-10-20).
Pass: 70 or more out of 100
Test roads and scoring
- At least 5 km in total, including an instructed-speed section (about 400 m) on a road where you can drive at 40 km/h or more, at least one lane change on a road with two or more lanes each way, at least one left turn (or U-turn) or right turn, and one straight crossing at intersections, and at least one stop and pass at a signed crosswalk (Annex 25). Each test site has four or more routes, and the electronic scorer picks the route (Annex 25 note, Rule Article 67(2)).
- The examiner rides with you and enters deductions into the electronic scorer, or it scores automatically (Rule Article 68(2)). Before the test the examiner must explain how it runs and what causes an instant fail (Rule Article 69(2)1).
- Deductions are not told to you during the test; they are marked on the score sheet. If you fail and ask, you must be given a copy of the score sheet and told why points were taken off (Annex 26 note E). The same item can cost points more than once (note C).

Pass mark and instant fail
You pass with 70 or more out of 100. The test is stopped and you fail if any of these happens (Annex 26 item 2 B):
- Failing to move off three or more times, stalling through poor clutch control, harsh braking, harsh controls or sudden starts, or anything else showing a clear lack of driving ability
- A clear risk of causing a crash through lack of ability — such as not keeping a safe distance or rolling back 1 m or more on a slope — or actually causing a crash
- Being unable to drive normally because of alcohol, fatigue, drugs such as narcotics or cannabis, or phone use, or not following the examiner’s instructions or control
- Not following a traffic signal or instruction (Act Article 5)
- Neglecting the duty to protect pedestrians (Act Articles 10–12, 12-2 and 27)

Learner’s permit and steps
- When you pass the course test you get a learner’s permit. It is valid for one year from the day you get it, and ends earlier when you get a Class 1 or Class 2 Ordinary licence (Road Traffic Act Article 81).
- When practising on roads with a learner’s permit you must drive with, and be guided by, someone who has held a licence for that vehicle for at least two years; you must not drive for other purposes such as commercial driving; and you must put the learner sign (Rule Annex 21) on the car (Rule Article 55).
- Test vehicles: a van or truck meeting the size rules for Class 1 Ordinary, a standard passenger car meeting the rules for Class 2 Ordinary (Rule Article 70(1) items 2 and 8).
- If you fail, you can take it again after three days have passed from the day you failed (Decree Article 49(4)).
- When you pass, you get your driver’s licence. For violations after that, see the fines and penalty points table.
Test fees, schedules and bookings are set by KoROAD, not by law. Ask the KoROAD call centre (1577-1120) or see KoROAD’s licence procedure page.
